I guess for houses it's mainly #1 (outages) but it also provides a stable (albeit not very high) water pressure where the supplier might not.<br /><br />As an aside, once you have the infrastructure (and the market) for tanks, you can start to do cool things like have a separate tank to collect rainwater that can be used for flushing toilets, watering gardens, etc and it helps regulate the flow to the city's drainage system during heavy downpours.
